If you read the vast amount of articles about PR and link exchange, the exchange link or buy link is the best solution for your PR .
I'am not sure,why? bestweb blog example... "yourwebsite.com" must rank PR 6 just because you buy 20 link PR 6? or you exchange your link for X link back? if I belive that I start to buy a lot link for my website, like the users do now in California just because is trend and everyone do that. If you try to exchange link with one or more website have the same subject of your Best Website your PR can move up or can don't move at all why? because the link point to your website need one story related to your subject-site story and not only because is link to you!!
The relation between the link now is like the relationship between the people before, the relation in internet is the secret formula today like the relation before for the single man,more you are positive popular more success you have.Your bestweb is your best friend.
The link is like a friend you cannot buy ,you can buy somebody know you, but not a friend.So is better build your link one by one when you see the real related economy for your website and for your visitor.My opinion is "better post your best article in the best related contest then buy a non related-link" and for find the good related-link is very difficult and the way can be very very long,better built your content and the best link will be cross your way.Use your money and time for the SEO and the content not for buy link.Is not Google or the link give to you the best PR value but your relation with Google and the link.
